Choose between a historic bay base and a livelier coastal resort by comparing car-free practicality, peak-season trade-offs, traveller fit and route order.
Both are strong choices for a central stay without a car. Kotor is especially walkable inside and around the old town, while Budva is practical around its central and old-town area; confirm dated transport for any journey beyond either base.
Neither is a strong quiet choice in peak season. Kotor’s trade-off is old-town crowds and difficult parking; Budva combines traffic and beach demand with a livelier evening scene.
Kotor is the stronger fit for couples and travellers prioritising history and Bay scenery. Budva is the stronger fit for friends who prioritise beaches, nightlife and resort choice. Families can use either as a central base.
Two nights fall within our planning range for both. Choose Kotor for heritage and Bay atmosphere; choose Budva for a beach-first stay with more evening energy.
The current route library connects Shkodër to Kotor and then Kotor to Budva, so Kotor naturally comes first in our Albania–Montenegro sequence. The reverse order may work, but it is not the sequence documented by the current route plan.
