A vehicle on foreign plates entering Montenegro needs motor third-party liability insurance valid for Montenegro with the letters “MNE” not crossed out. Because Albania sits outside the bureau’s registration-plate subsystem, an Albanian-plated car must carry a Green Card (IMIC) rather than relying on its plates. Paper remains valid, and since 1 January 2025 an electronic PDF issued in that format must also be accepted. Montenegro’s own bureau published that instruction on 30 December 2024: recognition of Green Cards in PDF form on an electronic device is mandatory at Montenegrin border crossings from 1 January 2025, replacing the paper-only wording still shown on its 2021 page. The frontier-insurance premiums quoted here are the passenger-vehicle row of a tariff that prices trailers, minibuses, motorcycles and heavier vehicles separately.
